I've seen everyone run for health in gangfights, whether they outnumber me 10-1 or I outnumber them 10-1.
Both are acceptable (however if you're one of the 10, I wouldn't say /taxi'ing is acceptable).
In one-on-ones, if both start off equal, and you wear them down and they run, then challenge them to a duel. If needs be, flame the heck outa them when they refuse, but don't make a completely useless thread on the forums.
