I pulled that map directly from GTA's zone files - anyway, we need a basic calculation to determain the wealth in a specific zone. I do know there are too much zones in LV to really get something working, so a more.. compact map here;

This efficiently leaves us with 32 zones to control in Las Venturas Playground alone, which is a fair amount. Considering the new donator-feature set; them being allowed to build homes in the cities, I think we can create a nice formula to decide the wealth of such an area. Things to keep in mind are the amount of players who made a house in the zone, amount of hours they played last week; number of deaths in the zone in the past few days, etcetera. With my awesome skills to create formula's, hereby a prototype;

Then we just need FiXeR to get people to live in all sections on the map, well, in Las Venturas for now. I recon at least 32 people will get access to building their own house? Next to that, the kills-per day should be global, and I recon having that at.. one or two days will be fine. Any comments? Zones with no people living in them will automatically get the "normal" rating, or, with a 35% chance, the "poor" rating.
About broken vehicles; think about missing wheels, blown up tires or doors already ripped off the vehicle itself. <3 MTA
