I have (possibly) some more information regarding this from playing tonight. When this bug hits and we get a mess of cars spawning at a race start location, that race is also "locked" and you can't start it. For example, when the bug causes a mess of Infernuses to spawn at the race1 start point and you try and start race1 you get the error message that the "race is already in progress" all the time.
