I am making this post for Benji as i can explain this better. We have tried everything that has already been mentioned and its still not helping the problem. Here is what we have done so far.
(1) Uninstalled - restart computer - reinstall GTA
(2) Uninstall - restart computer - reinstall SAMP
(3) Uninstalled anti virus and turned off firewall.
Here is a screenshot of the SAC test tool while no antivirus or firewall enabled:

As you can see all the tests are returning a fail even when the firewall is turned off complelete and the anti virus has been installed. I even asked him to add the server to his favourie and see if that helped.. but to no avail.
