I had that problem at first -- I couldn't do the most simple test in the 'Driving School'.
Eventually, I ended up setting 'STEER WITH MOUSE' on, just for that test.
Whenever I have to do a burnout now, though, I just hold the accel. and decel. buttons on my joystick
