you can rly say that yours it 9/10 if you have done all the car-driving lessons in Single Player at least on Silver. then you can say its 9/10

i have all the gold medals :p

and for the rates, it depends on what you take as a 10/10 and as a 0/10
if a 10/10 is when no one can kill you, you will have a lower then if the 10/10 is by_karisma if u see what i mean
