I've not looked at Diablo specifically, but I do know that some (if not all) responsibility is server-side. Sadly, our recent update has not fixed the problem. As with before, high IDs have high packetloss and subsequently warp a lot. I have a low ping which hovers around the 30 mark, I was a passenger in another crew member's car just yesterday of whom has a lower ping than I do (20) - it felt more like we were teleporting around the map rather than driving. My point behind this is that ping isn't necessarily the cause of seeing a player lag, although, like you say, his ping seemed OK. I wish more than anything else that we could get this problem resolved, but diagnosing the cause is proving tricky unfortunately.
