Is there a certain port i need to open for the Sa-Mp app?

I'm not pro in this but I think these settings should help.
A reason for the lags could also be your anti-virus/hacker etc. who are scanning your pc or something.
Happend more or less to me.

Try these settings (I guess you've got a widescreen, if not just put it off there aswell)
Also just play around with the resolutions. 



Also check your graphics card settings, this may help

My biggest problem is when I enter vehicles, buildings or down the strip my game lags for about 5sec.

That same happend to me when I had a few errors while installing gta and it wasn't fully installed so I had to play with the DVD. That lagged hell when I entered buildings or vehicles. When I fixed the installation and played without the DVD it worked right.

But it also could be your onboard gfx card
