I lag like balls too even on single player all of my settings are right down to low. My biggest problem is when I enter vehicles, buildings or down the strip my game lags for about 5sec.

Intel® Celeron® CPU 2.53Ghz
1GB of RAM
Intergrated Graphix 64mb
17 inch Monitor

This is my crap CPU but if someone could help out it would be mostly appreciated.
