someone thought itd be cool to add ramps in every corner of lv so its boring now and nobody likes to play here because of that

One of the reasons is also clans as they became inactive and along with that the rivalry in server went down resulting in less players

And the best thing about LVP was that it was so unique no other server was like it but now it's nothing special sorry for saying that but its the truth.

less competition made the server even less attractive to old players.

Also - inflation. Money is worth nothing; too many properties and shit costs nothing compared to your income.
