Could you tell me what processor you are using? Also, maybe it would be better for you to increase your intern memory (RAM), or close programs which use a lot of memory. There are two possibilities for this to happen. When you drive at full speed, your computer has to load the objects quicker than if you walk. If you got a pretty old and slow CPU, the loadtime will be slow and that can cause you to have FPS Drops. The other thing is, you have a too low amount of RAM. Windows 7 requires 2 GB RAM, because it uses like 1gb+. If you have to load many objects, it will use a lot of memory (RAM) from your computer. If it's full (overused), it will load slower because it has to remove other stored data (if you get what I mean)..

Edit + p/s: I would also like to note what LE7ELS makes sense. The lower view distance, the less objects it will load.
