You can wait a few s/m to start capturing the turf but also use /gang attack or some other command that I don't remember right now, so yes you can use both "it's up to you".
I have a small idea on gang, if it's possible it would be a great feature.
After capture 3 turfs + playing for about 50hours the leader of the gang will be able to set their gang house, I don't really mean like gang base on RP server but the for example, http://i39.tinypic.com/15fj9di.png find a spot like this and put a gang icon with the name of the gang on it.
And also max 3 vehicle as you can see in the picture, gang's are able to put money in their gang house.
+Why 50hours?Well this is to avoid newb players to join and make a gang capture 3turf and leave never come back, could also save gang house spaces for more serious gangs.But could discus the hours.
+Spaw in your ghouse if you like too.
+I don't really know if this could be fit in the gang features because as I can see there will be houses for players in LVP and this might be a little bit hard not enough houses or something.
