Make a race-system on the streets of San Andreas including:

1. Everyone can race on his own  (e.g. for practising) and get a reward for "winning" them, be 2nd or 3rd
   
2. The races on the streets of SA will be randomly chosen
   
3. Start every race within 30 secs countdown - everyone who wants to join can join it via /race or /sarace
   
4. Show the top5-racers for the current race
