This indeed is what MP3 skull does, yes.
Dropbox would not work unfortunately.
The MP3Skull website provides information regarding the duration of those songs, which the server would need to read in order to know when the song ends:

It's actually quite difficult and a bit hacky to get it working. Should be fun and a useful feature though
