I think it has something to do with your resolution, try deleting the gta_sa.set file (C:\Users\YourName\Documents And Settings\GTA San Andreas User Files\gta_sa.set). If that doesn't work, uninstall SA:MP, uninstall GTA SA, delete all your settings files, then reinstall everything.
