http://www.mirc.com -> Download and install
If mIRC opens, type /server irc.gtanet.com and, if it's connected, type /join #LVP
If that's too much trouble, visit http://www.sa-mp.com/irc.php and type /join #LVP in the chatbox (or something, I boycot Java)
