Nothing you edit in ur own game will be visible to others just automaticly.
You say its a custom made billboard, yea? Then there's somewhere in their script that lets you see it by transferring data i believe. I dont know alot about scripting in general, but for everybody to see custom made objects it has to be downloaded to the user in some way or another.

Servers having custom maps is different than having a customized object. Custom made maps are set together by using original san andreas objects. Therefore they will be seen by everybody.
So unless people download ur data (ive only seen this in MTA) they wont be able to see anything u create (by editing objects)
