Most modern virus's system restore will have no effect, it will either redownload itself or end up actually forcing system restore to not be able to start. Now a few options worth testing are listed below.
1. Try to download "Malwarebytes' " if you can't keep your browser running or such, download it on another pc if that's an option and burn it to disk/or copy to flashdrive ect. If you don't have another PC or if malwarebytes won't open ect, try a different option.
2. (prolly the most effective in your case) Restart your computer, press F8 before the Windows loading screen comes up, boot it in "Directory Service Restore Mode" (DSRM) after it's loaded up, it will boot into SafeMode, but only allow windows programs and files boot up.
2.5. After booting in DSRM, open "run" (you can just type "run" into your start menu search if you can't find it) and type in "msconfig" then go to the startup tab once it is open, uncheck any abnormal things that you would see in your task manager for a startup, this will be a big help for you when getting rid of a virus such as this, but be cafeful when unchecking some of it, a lot of the stuff listed is -needed- for the system to startup.
3. Manually finding the virus yourself, take a look at the below link...

You can try looking around in some places and try deleting it yourself, if you do happen to find it and the file doesn't want to delete, then use an app like the linked one below.
