there are disk recovery companies but they aren't cheap. If only the logic board (chip) on the HDD failed then you can try and swap it with a working on from another HDD (much be the same model/firmware). If the inside mechanics failed then thats more complicated. Although if you are able to repair the HDD, the data may be damaged/corrupted anyway  :X
