I try to ask them if they are downloading anything first.  Sometimes that's the cause.  If it's over 600 or 700, I ask them to try and do something about it.  If they are just stunting or driving, I usually let them be.  If I start getting reports of them 'cheating', or if they are around 1000 and won't answer me when I ask them, I'll kick them.
