1. Did a bit of looking up, open Nvidia control panel, and turn off MipMapping for GTASA, also make sure AA (Anti Alias) is not on because GTASA will not accept any form of outer anti aliasing. It attempting to anti alias the smoke/particles may be causing issues.
2. Run the game @ above normal processing, HowTo @ http://forum.sa-mp.nl/index.php?topic=23291.0 (Go to second one)
That's all I have for now, tell me if it works, if not I'll look for other fixes.
