there are many servers that arent in the hosted list but people still play on them
i may dont play since the public beta relase to know what kinda of "original feeling" it had
but still sa-mp is preety fun game for me...
I think what keeps GTA SA:MP a live currently are 2 things.
1. "free game" I use this term because it does not require a CD KEY, Torrents are plentiful (some even come with SA:MP/ MTA
A installed), and SA:MP has created a wide range of game modes (RP, TDM:COD, Stunt, and LVP/LW style dming). 2. The PC requirements are low as the game was built around the capabilities of the PlayStation 2 (2004). There are people who run the game on old Pentium 4 systems, I've run it on a ATI 9200SE, integrated gpu's, and etc., there aren't a lot of PC's out there that can't run this game.
Those two factors alone have kept it going, and if you look at other Free to play games they share similar characteristics. With games like War Rock, Combat Arms, Wolfenstein, FEAR COMBAT, and even the latest source game Alien Swarm. They are not heavy on PC requirements and offer a free alternative to mainstream games. They all have a (and I believe Alien swarm will as well have) continuing audience amongst players for these reasons.
In regards to "stats" I don't see it as being an effective tool in regards to measuring the SA:MP community. If bigger means better then the general consensus is seemingly going against this train of thought as "samp community sucks" is constantly brought up in discussions. There may be more players but my general impression has been just that of randoms isolating themselves to one server that is strict in its style of gameplay. When looking back at LW/LVP I believe these kind of servers were better for the community as it offered a taste of RP (buying props, gang interaction, and etc.,), DM (gang fights around specific areas of the map, introduced noobs quicker to SA:MP DM gameplay) and others (racing events, stunt areas and fun mini games).
