It's logical you lag when there's several people around because your machine has to process all the players and their movements etc. which means the workload is higher, someone else sure knows more in-depth about this, BUT what is not logical is that you lag with your new PC but not with your older one. Are you sure you properly installed the latest drivers for Motherboard (Chipset, LAN, Sound if you're using the integrated), Videocard, etc?
Also, keep in mind the "the better the PC the better the game runs" rule doesn't always apply due to compatibility issues, some times certain games work best on the top machines of the time they were released, which doesn't equal the top current machine. I'm not an expert either and maybe half or all what I said is bullshit, but hell I'm bored atm.
