Before you start blaming your cd/dvd drive it looks to me it may be a problem with windows thats now allowing it to work. Take your Cd drive out and plug it into another computer to see - will be no drivers or anything to worry about.
Worst case scenario is you need a new cd/dvd drive. You can buy a cd/dvd drive that also writes/burns cds/dvds for about 10 dollers these days. They are the cheapest PC component
