An hour is way too long, you could just go to the autoban shop and build a new one, again making the system where you can spawn your own special after death and owning your own unique vehicle pointless.
Well thought out timelimits is the key here.
It being for VIPs is silly.. maybe give VIPs the ability to lock the cars so no one can get into theirs, but by no means deprive the average player from this feature.
It would solve alot of problems in regard to the vehicle maps... you wouldn't need nearly as much spare parked vehicles on the server if every regular player, who was willing to pay for it, has access to spawn their own car.
