Ok, Since I haven't bothered reading all of the comments on this topic, Ide like to point out how the term "ping" works.

In otherwords, The internet works by sending packets with your game Movement/Data From your Computer to the Host (Server ect.) The number of your ping is how fast those data packs take to transfer. (in milliseconds)
To sum this all up, Ping is a matter of...
Internet speed (Phoneline, DSL, Cable, T1 ect.)
Processing (CPU/processor strength)
Distance (How Far you are from the server)
And the host's/server's bandwith
The thing that effects your ping is Distance. Your hardware will not effect the gaming much. That Dual Core will work fine. Case Closed.
