I say let people idle,
Cause of course they will not abuse the earning money if we have a tax system. And i sometimes idle on the ship to get away from DMing and to Hang out on IRC for a second. But the bad side is what if someone just registered and they want to get their hours up, and they idle so they don't have to stay ingame(but who would right? lol). So my idea would be let people idle or maybe longer the time limit.
