Where to LEGALLY download SouthPark episodes?

Comedy Central is legal, no idea how it works or if your allowed to download their streams, but it for sure is legal to stream it from them.

Well I haven't seen the advert for a while, since the season has finished (Season 14 starts soon though) but I can't remember if they said you can download them for free or what.

Oh wait I remember now, I think it was 99p for an episode.
