Beta Team cars do not respawn & Timeout handler still bugged

Beta team vehicles don't really use a handler since vehicle license plates were removed from 0.3, it's actually just a single function call. The respawn time is indeed disabled and the only way it can be respawned is if it explodes or falls in water. We'll get this fixed, but don't hold your breath on it, we have a lot of other priorities at the moment.
