If you think, people who will be don't need moderating as they know the rules well enough. Though that I definitely see your point. I think people can tell each other what they can or can't do. So person A shoots at ship(although he knows not to) and person B tells him not to. If he continues an mod/admin can watch the person to see if it is true and he can be jailed or he may not enter the world for a few minutes. Think there are possibilities on this
