There was a 20 year old Russian exchange student driving around Alaska who was shot recently.
He was driving around our biggest city and was unaware of most of the rules of the roads. He went the wrong direction down a one-way street, later figuring out it wasn't the right way. He tried to make a u-turn to get out of the mess he was in and it pissed some driver off enough that he followed the student to an alley lot and shot him.
It is terrible, but this seems to be a universal problem.
