That won't change anything, they would just wait 30 seconds and buy it.

Exactly. And that 30 seconds will give the owner a chance to kill the player. I can't see people sticking to it anyway, they will just eventually get bored of waiting for 30 seconds with every property, and stick with world 0.

Or they just go to /world x and drive around there to buy all of their props.

Which is why the original post is suggesting to limit property purchasing to world 0.

And, you can easily withdraw and buy without dying. Even with just health. Just withdraw before you go "in"(not everyone has a Platinum account so they would have to have the money with them already).

Ever since I registered with Las Venturas Playground I've been using the property system. And I can honestly say that everytime I go to a property pickup I have to withdraw money because I can't remember how much each and every property is. Plus, I could never withdraw for example, 6 million before hand so I knew I had enough, because if I did I would probably get taxed.

There were many situations in the past where when withdrawing money and preparing to buy a property, I have been killed.
