Getting rid of pickups for people who've recently been in a fight

I say we leave 'em, but up the pickup respawn time. When someone uses them, they just need to stall then it comes back after a couple minutes. You could up the time to 5-10 minutes. Or make a prop where the owner gets to choose the time.
