Im thinking for the adminvehicles to make a little island high up in the air where you can just tele to to get the vehicle. And for people who got admin vehicle rights, there can be a red marker somewhere that will tele you to the vehicle island.

To ben's idea: as long as we can get the gates to open then it will be a great place to make another gang base.
