An admin randomly pick someone sometimes and make him/her a very bad terorrist. It's very fun when you're the terrorist. Last time I had a bounty of 27m or even more. Then some admin made me the terorrist. To bad I had to eat so the chase ended. 
Altho I made someone happy with the money because before I left the server I said someone may kill me, without me defending or running, to collect the money.
