Havok is open for everyone, not a ATI thing. And it wont be implemented in GPUs, its a CPU only thing. There are loads of games that use Havok.
To the GPU thing, trust me if you compare a GPUs render power to a good CPU ones, the CPU gets sooo badly outperformed.
I have a Q9550 at 4x 3.6GHz stable running, still rendering a movie needs about 2-3 hours longer than using my GTX 260.
To the power consumption your right. Both, HD 48xx series and nvidias G92 chips are real power killers. I mixed it up with the new GTX 200 series, which barely uses 20-25W in idle.
To the Linux drivers, no idea, thats what the situation was a year or two ago.
