I agree that this step is a little extreme to combat piracy, and when I first read an online article on this I didn't think it was as serious as is made out in this topic, and it isn't. I doubt they would even bother hacking into a computer just to catch another filesharer, but instead they would use it to check on terror suspects and larger scale criminals.
