This is an issue with SA:MP, we cannot do nothing about it unfortunately, plus it seems to happen on a rare occasion (I've been playing SA:MP since 0.1 and never seen it happen 
) and it doesn't exactly stop players from choosing a skin, so therefore it's not really important.
