There should be no restrictions at all, except for the normal server rules that disallow cheating and such.
If we put rules in, people will start saying 'we would've won if we could teleport our guys in' or shit like that.
And I have never seen admins pulling people in, but I have seen admins taking out nearly if not all of a gang with rockets, but only a few times. But we did outnumber them, and outgun them without the hydra, so it was their only way of chance.
