I go for the time-limit. 10 minutes is perfect, if you get stuck you can get away but if you're being chased you can't escape the lame way.
What I would like to see is 1 time-limit for teleport and carteleport and taxi. That way you can't teleport 3 times in 10 minutes. With this option perhaps it is best to restrict teleporting to ones every 7-8 minutes.
