sa-mp will probably fade, but I don't know if GTA4 will have anything to do with it.
It could be like UT'99. It's not as crowded as it was between 2000-2003, but there are still many, many players and clans still playing it, and it's almost 10 years after release.
sa-mp will need active development; new features and lots of bugfixing. I doubt that will happen. Therefore I'll put my money on MTA in the long run.
