[Feature]City Hall

The current private bank in the city planning department doesn't get used that much. I suggest changing it into a city hall, with basically, a checkpoint inside, that opens up a menu when opening, that allows you to buy different things:

- Gamble Permits
- Ramping Permits
- Health Insurance. Basically, this feature bills you every 5 minutes, however the advantage is, when you die using /kill, or any other way like a fall or something (not if somebody kills you), you keep your money.
- Weapon Lisence. If the police system is introduced, having a weapon liscense won't gain you a wanted level (will be expensive though) and a 20% cut-off price on spawn weapons
- Pro-account opening


Everything in the menu, except for pro-accounts, will be session based and won't save. The commands used for buying gamble permits and ramping will be removed, and players will have to go to the city to hall to do so.

Discuss. We need some ideas what we can add to the city hall aswell! Any other 'upgrades'.
