I don't like the idea of gang turf all over LV -- however 'turfed' bases would definitely be an option.
What I was thinking just then though was some kind of league -- everyone signs up at a certain place (so not a command, they actually have to travel for once), and then are entered into a league which lasts say a day, or something long term. Then, you can fight others -- say 5 or 10 (whatever) matches for everyone to play against eachother, then the winner is the person with the most amount of wins? And if it's a draw, you could have some epic final.
A note with the tournament though: admin-only activation?
