Well, maybe 5 deaths or something then. But people would do it -- you fight in a gang war to take out the other gang primarily, worrying about your ratio comes later. Right?
And I don't remember people moaning about it so much last time -- it'd have to be very expensive and not worth doing all the time (a million possibly? quite a lot..).
Maybe we could limit them to one per 10 minutes or so?
