Those playing on their Xbox 360s would know that achievements exist in every game. You guys know exactly where I'm heading.
For those who are clueless, achievements are simply challenges within the game -- miscellaneous tasks which are not always required in order to complete the game, but are just challenging and award you with some kind of xbox points. For example, GTA IV has an achievement which is evading the cops for 5 minutes with 6 stars. Another is the achievement of spinning your car 5 times in one jump. You get the idea.
So, we could create small achievements -- obviously not as complex as spinning your car 5 times in a jump for each, but simply things like "kill 5 people without dying", "hold a wanted level of 6 stars for 5 minutes". It would be challenging, and would offer rewards such as money, vehicles, properties or even pluspoints.
Users would be able to have the fun of discovering and achieving them, would be very fun.
