I think the best way to do this would be to make a property, and have it only pay $1 so people don't fight over it. The finder contacts an admin who teleports to verify. The winner then gets the prize, and the admin deletes the prop.
Another idea would be a scavenger hunt. The property name would have a clue to the next property, and one letter of a secret word, or one word of a secret phrase. Something like "Clue 3. _ _ T _ _ _. Next clue: secret things are done here." Property locations would get progressively harder to find. You would have to find, say, 6 props to win the big prize.
Lots of ways to do this.
