And what do the admins mean by 'inconclusive'? Why am I still banned? There are players on there who cheat every time im on and dont appear to get banned

By inconclusive, he means that there's not any definite proof that you cheated; you're being given a second chance. You are still banned because you decided to ban-evade by logging into the server whilst still being banned.
