I think coming back is fine. The more the merrier, but what's dumb is not having realised when you first "left" that you were going to come back. Fase fax, no one ever leaves sa-mp

And the speeches... well depends, but usually making a fucking whole thread about it is unnecessary. A post of some sort is necessary though, but its wiser to leave the possibilty of coming bakc open. Saying "I'm never coming back" but then coming bakc looks kinda foolish, though you are welcome back.
