I see what you're asking for here - it's probably hard to do with SA:MP's native class selection.

You'd want to store which classes were available to which playerid's with a two-dimensional array, and force a player back to the class selection with ForceClassSelection() then output a warning message to them if they chose a skin which wasn't available to them. Kind of a gritty method, but hey, it works.
