As for the lack of gang activity, we have already looked into this. LVP 3.0 will have many new features for gangs. About the forum idea, I would assume that you already know theres a gang forum. I do like this idea, maybe as a subforum in the gang forum. However this is something management would have to look into, and I will make sure that they see this idea if they have not already.
